Route 8 is a horizontal path that connects Saffron and Lavender; there is a Yellow Apricorn tree right near the Lavender Town entrance. Route 8 is a straightforward path, with a rather unnecessary patch of tall grass blocked off by a Cut tree in its center; no new Pokemon are found here, so skip it.
After them, you'll find TM41 - Torment, which prevents the target from using the same move twice in a row, and a gang of three Bikers: the first with two Koffing, the next with a Flareon, and the last who has four more Koffing. Enter Saffron City to their left and then leave through Saffron's northern gate to reach Route 5. Route 5 is a short stopgap that connects Saffron and Cerulean. You'll see the other entrance for the Underground Path, but you can't go through because of the Power Plant still, so continue north.
If you enter the house on this route, which was previously a Pokemon Daycare, the old woman inside will give you a Cleanse Tag, which is a hold item that lowers the encounter rate of wild Pokemon. Speaking of wild Pokemon, there's nothing new in the tall grass here, so continue up to Cerulean City. Cerulean City is currently a pretty dull place. You'll spot the Bike Shop when you enter from the south, but since its owner moved to Johto, there's nothing to see inside.
The City's western and northern exits lead to Routes 4 and 24, respectively, but these are both currently dead-ends.
The Cerulean City Gym is also empty at the moment and, to find the Gym Leader, you'll first have to go on a sidequest to fix the Power Plant.
Conveniently, Cerulean City is immediately west of the Power Plant, so you can leave through the City's western exit to reach Route 9. You might want to heal and grab a Cut slave at the Pokemon Center before you go.
You can ignore the tall grass, as all of its Pokemon are repeats, and focus on the Trainers and loose items. If you loop above this area, you can fight a Camper in the tall grass who has Dugtrio, Poliwrath and Primeape. Going right, you'll battle a Camper with Golduck and Sandslash; if you move down to the lower ground after this Camper, you'll come across a Hiker with Onix and Dugtrio who is guarding a Full Restore.
Otherwise, climb the staircase near the second Camper. If you go left, you can find a Cut bush secluding Light Clay, a hold item that extends the duration of Reflect and Light Screen, and loop around.
If you go straight up from the staircase, you'll see a Hiker who uses three Graveler; beyond him is another Cut tree that is restricting access to TM91 - Flash Cannon, the best Special Steel-type move in the game. You can jump down the ledge from the TM or go west from below this Hiker to find a Picnicker, Route 9's last Trainer, who uses two Skiploom.
Route 10 is immediately east of her. If you stay on the land and walk south, you'll find a Pokemon Center and the entrance to Rock Tunnel. Heal at the Pokemon Center and make sure you have a Pokemon that knows Surf, as your next task is to Surf into the water at the top of the Route and follow the body of water down to wash up near the Kanto Region's Power Plant.
Note that you can only find Electabuzz in the patch of grass outside; you'll also find Voltorb for the first time in the wild here. Electabuzz is a versatile, useful Electric-type that you might want to catch.
Head into the Power Plant when you're done. The Power Plant, which was formerly abandoned in the Kanto-based games, now provides power for the entire region, which is why there are so many problems in Kanto right now.
Speak to the man in the suspenders in the center of the room and you'll learn that the Power Plant is in limbo; as you go to leave, a policeman explains that a vital piece of the generator has been broken off and stolen, meaning that no power can be produced. In the rear of the Power Plant, you'll also find a man offering to trade his Dugtrio for your Magneton if you're interested.
You may leave and return to Cerulean City, as simply speaking to the man inside triggers the next events. When you get back to Cerulean, immediately head into the Gym, where inside you'll encounter Don't worry, Team Rocket is still disbanded and he's merely a straggler, although it's obvious that he's the thief who broke the Power Plant's generator.
He'll run off without telling you the location of the missing part, so follow him up to the bridge on Route He'll hide poorly and then battle you with his Level 39 Golbat; when you defeat him, he'll admit that he hid the part in the Gym, so go back there and check the innertube next to the northern blue umbrella to find the part.
Now that you have the Machine Part, speak to the Power Plant's director to retun the part and fix the generator. Route 24 is mainly the golden bridge leading out of Cerulean City, although it has a patch of grass with no new Pokemon to the west. In the Kanto-based games, the bridge was known as Nugget Bridge because you'd fight five Trainers in a row to win a Nugget but, in HGSS, this challenge has been moved to Route 25, where you'll instead fight seven Trainers in a row while navigating to Cerulean Cape.
Route 25's tall grass is at the start of the Route, but it has the same repeat Pokemon as Route 24, so ignore it. If you have your Cut slave, you can clear the bush above him for a Protein. Bill's grandfather lives in the house nearby and, if you show him the Pokemon he wants to see, he'll give you evolutionary stones: Leaf Oddish , Fire Vulpix , Water Staryu , Thunder Pikachu and Ever Lickitung. At the top of the cape, you'll spot Misty sharing a private moment with a nameless boy.
The guy will run away and Misty will flip out at you and run back to her Gym, so follow her there. Cerulean City Gym is one of the more straightforward Gyms in the game, as the only real gimmick is an optional pool of water. The female Swimmer who has a Golduck in lane 3 of the pool is completely optional, although you'll probably have to fight to first Sailor, who has a Horsea and Seadra, to navigate the Gym. You can jump into the water of lane 2 and Surf up to Misty, fighting a female Swimmer with a Cloyster and a second with two Seaking, or you can walk around the edge of the pool and fight another Sailor, who has an Azumarill, instead.
Either way, Misty is waiting on a lifeguard post at the top of the Gym. She's still mad about Cerulean Cape, but she'll agree to a battle. Because three of her Pokemon have secondary types, Misty covers her weaknesses pretty well, as Quagsire is immune to your Electric-type attacks and can fire back with Earthquake, while Lapras' Ice-type, in addition to Lapras and Starmie's Ice Beams, require caution when using Grass-types.
As Misty's main Pokemon, the fast Starmie knows Recover and is holding a Sitrus Berry, so take it down as quickly as you can. Although she covers her bases well, Misty is not that hard to take down overall. Grass- and Electric-types like Meganium and Ampharos still have the advantage against her as long as the Electric-types avoid Quagsire and the Grass-types avoid Starmie and Lapras' Ice Beams, although Meganium can probably survive one.
